How do you single out/highlight one color in a photo?

With some pictures, there is a photo and say someone is wearing an orange shirt..Well after you edit the photo the color of the orange shirt is still there, and the rest of the phot is gray. How do I do this?How do you single out/highlight one color in a photo?

than you click more detailed and you can paint eveything blac and white except the orange shirt=]
